This "cloud thing" (aka selective IT outsourcing) is like so much
other hype we have seen before.
Once real experiences from real Customers begin to get out there,
then public clouds will follow the typical hype curve, crash and
then rise back into what most would consider an acceptable market
place that is based on true value and not hype value.
Remember when SOA was the absolute answer to every IT issue?
Vendors were "SOA washing" everything. Almost every product was
"SOA aware" or SOA integrated" or ...
There is a place for public cloud and SOA concepts as long as one
understands the pro's and con's and how each can really address
your companies business drivers and SLA requirements.
The same applies to private cloud (aka internal shared services
that has been around for decades), but most companies these days
seem to be moving towards private clouds with a small lower risk
component going to public clouds.
One only has to look at GM as the 800lb gorilla example of this.

" During Randy Mott's 30-plus years in IT, he has developed some
core beliefs. Rely on in-house people rather than outsourcers.
Get data to the right people to help them make more-informed
decisions. Deliver projects faster than before. Streamline and
automate IT operations to free up more money for innovative work.
Now Mott is applying that belief system to General Motors under a
three-year "IT transformation" plan, during one of the most
tumultuous times in the company's 106-year history."
You can bet other large companies are watching the GM story very
closely.
