That's a bug, and one that should have been obvious and inevitable 
given the underlying bifurcated database design.    Those two should 
not be skewed, outside particularly creative or exceptional 
circumstances.   But then the mail database has a similar potential for 
stale and skewed data, too.   There's no good way with the current 
design to deal with all that, particularly given some manually-added 
entries may not have associated SYSUAF entries and then there's 
figuring out how to manually verify the contents and the user intent.   
Which means cases where stale and skewed settings can silently accrue 
within the security database.  Ah, well.
