If I remember rightly, the traditional business model for stuff 
like management tools (e.g. multi system performance management 
tools, sometimes even multi vendor tools) was that GQ Bob got 
paid and the tool owners (Computer Associates?) didn't do any
development om the tools. But I could be misremembering.
