Of course .. how long as Oracle been supporting OpenVMS with Classic and Rdb
now?
And with Oracle OpenVMS on X86-64, it will become 50% cheaper for new
OpenVMS Oracle Customers. Their Oracle platform conversion factor will be
0.5 (X86) instead of 1.0 as is the case with AIX (Power), HP-UX (Integrity)
and OpenVMS (Integrity, Alpha).
Hopefully this will apply to Rdb as well?

Not all, but remember that typically, 80% of Oracle shops only use 20% of
all the available features.
And don't forget that the OpenVMS group works very closely with Oracle to
make each version port easier.
Its no secret that Oracle drives some of the new enhancements into OpenVMS
i.e. make it easier to port new Oracle versions to OpenVMS.
Just like Windows Server core key contributors are SQL Server and MS
Exchange Teams.
