X is the client libraries and the server display and the local 
transport and the remote network transport, and various conversion and 
security-related functions, and a pile of other details.  It's an RPC 
with an attached windowing system, and more than a few installations 
have been built to work around a whole lot of what X has provided over 
the years, too.

There are PLCs with TLS.  And ModBus published a spec for security a 
few months back; for ModBus traffic via TLS.

But then, one exploited Windows 2000 or Windows XP or 
equivalently-ancient Linux or OpenVMS box can ruin your whole network, 
too.
