And that means you have a DECW Session manager.

 From your first post, I had no idea what was displaying the SCADA 
application.

Log into a DECWindows session that is not captive to the SCADA application.

You should have a menu bar where you can set "Options" and then 
"Pointer".  Do not change anything yet.

Now start up a DECTerm window or log into the account from a standard 
terminal session.

Look at sys$login:decw*.dat.  Save a copy of them and note their 
modification dates.

Now go back to the menu bar.  Change the pointer.  Somewhere in the menu 
bar there should be an option to save the settings.  Save them.

Now look at the changed sys$login:decw*.dat files, one of them should 
have the settings for the new pointer.  Look at the differences of that 
file.

Find that same file on your captive SCADA account.  If it does not 
exist, add it there, but only with the information that was changed from 
your modification.

And that should be all that is needed.

Essentially yes.  However most native VMS applications use Motif as a 
layer above X-11.
