As I write this, this thread apparently has 25 posts, 
from 11 authors.

Have many of them helped you make your file transfer
stuff work the way your organisation want/wanted it to?

If not, are there any helpful logfiles in your picture
that you might be able to post?

And/or are you able to get a meaningful trace of the
initial connection setup/negotiation where VMS and 
Filezilla decide not to talk to each other properly,
using WireShark or other equivalent.
