Imagine having all your contact information available out there, too.  
And your mail server.  And your hashed password.  And the protection 
settings for your computer and your account.  And imagine having that 
across clusters.  And imagine having multiple servers storing the data, 
and keeping the data consistent as servers come and go.   Pretty soon, 
you've re-invented LDAP.   Or sure, you can use what is a limited 
key-value preferences store with no hierarchical storage and limited 
flexibility and with a proclivity for collisions, and with a limited 
API.  Alas, OpenVMS makes the former far too difficult and the latter 
far too inviting.
