In this case, there are pre-built versions of unzip available from
various locations.
The OpenVMS Freeware has
not-current-and-not-secure-but-will-be-functional-here copies of the
common tools located in the 000TOOLS directory, including unzip for all
three architectures. The OpenVMS Freeware disk images may still be
available via the HPE kit area, and is available via various web sites
and FTP servers including ftp://ftp.hp.com/pub/openvms (yes, that's HP
and not HPE), and at the http://digiater.nl/ site. nb: the Freeware
disk images are not cumulative. nb: the newest Freeware is a dozen
years old.
The unzip tools are also available at the bottom of this Process
Software web page: http://process.com/resources/openvms/index.html
HPE had downloads of unzip available, though those are no longer
available following the November 2018 HPE OpenVMS web site
consolidation.
VSI has not yet incorporated zip and unzip in their base distributions,
though I'd suspect that has been discussed.
