CC064 means this is about VAX 7.3.

The .exe files are unzip binaries that can be used directly after being 
transferred to a VMS system.

The GNV prefixed kits are full PCSI kits installing into 
[vms$common.gnv].  Only parts of GNV are available for VAX, lack of time 
to work around the VAX issues for some packages.

Which will tell you to install CXX before C if you ever plan to install CXX.
