Part of the VMS install procedure is restoring a backup saveset. It’s a BACKUP/IMAGE command that removes all previous contents (actually the directory structure).
An rz23 is small but with VMS tayloring it could fit on an RD53 drive (72 MB) but that is a long time ago.
VAX 11/7nn systems were sold with 121 MB RA80 system disks for full installs and layered products. VMS V3.x IIRC
