I'm thinking I made a poor choice of words.  "User".  Could mean more than one 
thing.  What would be more accurate would be "the application designer(s) need 
to have some responsibility".  The actual users of the application should not 
have to figure out things.  Good documentation, good training, and such is again 
the job of the application designers and installers and trainers.  The 
application design should be robust enough that users just cannot get into trouble.
