Used to be CDBurnerXP https://www.cdburnerxp.se was able to burn disk 
images on Microsoft Windows.  Some of the well-known add-on packages 
could fail at that task, oddly enough,   No idea what the current state 
that tool is in now, though. Or yes, you can use Linux or macOS, and 
burn the disk from there.
