In my experience CDBurnerXP works just fine for producing bootable VMS
CDs/DVDs on Windows:

Click the "More download options" link and choose the "without
InstallCore" option to avoid the adware.

Or on macOS at the command line:

$ hdiutil burn *drag file from the finder here*
