[Info-vax] VMS support is being transferred from HPE to VSI

"It would be nice" if HPE transferred/sold VMS to VSI lock stock and 
barrel and exit the VMS market entirely once they decide to do so, 
rather than this "exclusive development rights" deal. I guess it really 
doesn't matter in the overall scheme of things, just that it eliminates 
someone who is no longer interested in VMS at all. Not that they ever were.
