Leaving the last bit with HPE is likely due to keep some specific
Customers happy and/or address some outstanding legal issues. 

Pure speculation, but once VSI has fully amalgamated what is being
proposed, at a later date, it likely would not be that big of a move to
transfer any remaining components.
