We agree, HP is completely dropping the ball on VMS.
But as Simon said, the person who signs the contracts isn't even on the same division on the company where the technical support people are. So, they are not really aware or caring about for that matter if HP is invested on OpenVMS or not.
In fact, these days, the contracts people are not technical savy at all, they may, instead, be folks from law or finance backgrounds.
