[Info-vax] VMS support is being transferred from HPE to VSI

curiosity got to me and I contacted my reseller on this and they were told that L3 was transferred/outsourced to VSI and L1 and L2 is still with HPE. 

my position is as long as I get the same level of support, it doesn't matter who gives it, but it would be a nice to know type info, in case anything got questioned via audits mostly!

In fact, it started out in the original proposal 4 years ago but just did not pan out at that time. It came back into play last year. To be clear, HPE is outsourcing their L1 and L2 support to VSI. L3 support for HPE VMS versions will still be handled by HPE, at least that is my understanding.
