Hmmm. That doesn't seem to be compatible with HPE retaining VMS
Engineering in India and is the opposite of what we have been
told. If L3 were going to VSI instead of L1/L2, I would have
expected it to be because HPE VMS Engineering was also being made
redundant and all engineering effort was being transferred to VSI.

HPE chopping out a level in the middle (L3) and then keeping HPE VMS
Engineering doesn't seem to make sense. I would expect HPE to either
transfer L1/L2 and keep L3/HPE VMS Engineering or keep L1/L2 and
transfer L3/HPE VMS Engineering to VSI.
