Well, one place might be on the Consolidated Distribution CDs I have. 
I'm guessing lots of people have copies.

Don't know of any sites where it's available for download.

Some will cringe when you mention VAX C.  Perhaps look at DEC C, I 
believe it was available on the VAX.  Not sure, not a C guy.
