   You clearly do not have WWW_INIT.COM in the place where task 0
   is looking for it, or it's protection is incorrect.  Which should be the
   login directory for the OSUHTTPD account, and must allow at least
   execute access for the OSUHTTPD account, as well as write access for
   a log file.
