The HTTP_STARTUP.COM procedure temporarily defines WWW_INIT in the system table to point to itself and should still be defined if the DECnet open gets a fatal error.  If the startup processs is using device logicals that aren't defined in the netserver process, the task object (assuming it is enabled) won't be able to find WWW_INIT.
