Thank you Stephen and OSUVMAN50. All good, OSU HTTP Server is up and 
running with the default "Server Configuration Main Page" successfully 
at this time.

After much reading and looking at NETSERVER.LOG, it turned out I was 
missing the W:RE permission on SYS$MANAGER:HTTP_STARTUP.COM.
