That is the way Oracle has always been i.e. when new hardware is about to
become available, they never commit to releasing a supported version until
they have had time to test it and are confident about official dates they
can meet.
This was the case even back when there was a new Alpha server available. It
drove us crazy back in the DEC days because Customers would always ask "this
new server looks great - when will Oracle support it?"
And this was true of all OS / hardware platforms - not just OpenVMS.
