Yes, I know who and what he is.

But, if he actually made that statement, then perhaps he deserves the scorn.

Languages don't make good programmers.  Good programming practices make 
good programmers, and good, or bad, programming can be done in any 
language.  And most can learn good habits, even if they now have bad habits.

That was actually interesting coming from Bill, who so often says "don't 
blame the tool" and such.
