Have not used the 4048 but on others from the same family this behavior is typically controlled via "Command View" operating on the MSL unit - check out "Library Information" page and the "Library Mode" value. You might want something like "Automatic, Sequential" though other values can provide similar behavior.

The VMS mount utility can not issue the library commands required to load a tape.
