Lets not forget that the IT group recommends to HR what they want and all to
often then HR puts its spin on the requirements.
Depending on the company, HR may not screen the applicants which appear to
have real experience related to the job at hand, so if someone is even
semi-interested in any opportunity, it never hurts to submit a resume just
to see if you can get a conversation with someone in IT.
Never take a job posting at its face value and assume every posted
"requirement" must be met.
