Don't know about any utility.  The text file can tell you what is on the 
CDs and they you mount the desired CD, and specify the location of the 
kit when running VMSINSTAL, or that other thing, if appropriate.

There is doc directories also, so you can actually RTFM before jumping in.

Now, after getting a bit used to this, let me open up an old argument. 
Do tell us what is easier to install, VMS stuff or WEENDOZE stuff?
