Ayup.

The time for upcase, downcase, and related support in Pascal and other 
languages was ~twenty years ago.

Now, it'd likely best be work on OpenVMS wrappers around ICU and 
related UTF-8 support, or analogous wrappage.

DEC MCS is a dead-end, and ASCII now exists as a subset of UTF-8.

OpenVMS knows bupkis about UTF-8, beyond some "recent" RMS filename 
work and the few apps that can contend with same.
