presumably intended to enable practicing for people learning OpenVMS rather than a general hobbyist programme. https://training.vmssoftware.com/hobbyist/ 

Also I've not seen an announcement for this. I would expect and announcement if there was a general hobbyist programme. Perhaps this facility is not aimed at people here.
