Tried a reboot, same problem.

Confirmed that @SYS$STARTUP:CCXX$STARTUP.COM had been run.

Ran your last command, and it worked! The webserver is working as expected now.

I had actually been looking in the help for "install create" trying to find if there was something i needed to activate. Will investigate what i really did here.
