John's pretty clearly concerned about or is chasing a case where the 
nomove attributes aren't properly set, or have been lost.  That happens.
Were I maintaining a defragger for OpenVMS, I'd seriously consider 
invoking setfilenomove every time the defragger startup is run
An optional way to disable that invocation in the unlikely event 
somebody yells about some knock-off effect, too.
Pragmatically, OpenVMS should detect this at boot and holler about it, 
or—better—fix it and keep going.
VMSKITBLD.XML would be one spot to record this data.
OpenVMS is longstanding issues around tracking what's been installed 
and the associated attributes, unfortunately.
And in more recent times, lacking telemetry; app and component usage, 
app and system crashes, etc.
BTW: DFU can search for this characteristic.
