TLER investigation result:
This is a great article on the topic:

Apparently NAS targetted SATA drives are more likely to support and have SCT ERC enabled as factory default.
                  \\
Western Digital (SATA) 250GB Scorpio Black WD2500BEXT-75A25TO
"SCT ERC not supported"
                    \\
Samsung 850 EVO (SATA) SSD 500GB
SCT ERC (default)
     Read disabled
     Write disabled
It permits setting it with:
smartctl -l scterc,70,70 /dev/sda
but it reverts to "disabled" when power cycled
                   \\
I tried using smartctl to probe scterc status of an
HP 146G 10K SAS SFF drive DG146BABCF (460850-002)
but it returned nothing.
smartctl --all on that same SAS drive works fine so it does process
SMART interrogation requests.
I'm beginning to suspect that SCT ERC is a SATA-specific attribute
unsupported on SAS drives but I haven't been able to confirm it.
