Against that, there will be a number of people resentful that they
are being made to pay for the licences a second time, such as Neil's
manager.

VSI needs to make a decision about what gives the greater amount of
income, (1) making the customer pay again for the licences and end up
losing some customers, or (2) honouring the existing licences and
collect support only revenues from a greater number of existing
customers.

VSI have clearly decided that option (1) gives them the more money
(at least in the short term).
