On top of that then VMS has the problem that lots of people
want XYZ on VMS but very few people are willing to spend time
making XYZ work on VMS.

That put 95+% of the work on VSI.

Sure for many XYZ's the customers may want an official VSI
approved product (most likely that includes Ada!). But my guess
is that VSI would be much more willing to commit to that
if they knew that there were a large community providing
continuously bugfixes and enhancements and that VSI just
needed to test and package.
