Could this be the problem ?

How is /TKA setup for the failing user versus the successful user ?

Do you see the same error message when the successful user tries it ?

The problem may not be a failure to read that file. The problem may be
when you try to write it to the destination directory.

If that isn't the problem, is STKREPORT: a system-wide logical or
a user specific logical ?
