I'm definitely not speaking for Carl here, but he may have meant that the
person that wants the disc should just send him (via email) a pre-purchased
(via http://usps.com) address label. That makes it a lot easier for the 
sender - just print the prepaid label and put it on the package, then drop
the package in the nearest mailbox. For stuff I'm giving away, I've often
done that - it cuts down on my work, and also puts the burden on the recip-
ient to enter their address / contact info correctly.

For someone outside the US, it is likely not cost-effective. As an example,
the USPS "Priority Mail International Small Flat-Rate Envelope" is over US
$35 to send a few ounces of uninsured paper from the US to the Netherlands
with non-guranteed delivery "within 10 days to many major markets". Someone
has to subsidize the UPU's guarantee of 99-cent shipping of packages from
China to the rest of the world, and that seems to be us. 8-{
