If the printer has a Postscript implementation or a Postscript
emulator, install, configure, and use DCPS DECprint Services.
If the printer does not have Postscript or Postscript emulation, you're
left to scrounge a converter of some sort for whatever this unspecified
printer might support.
Search for existing ports of XPDF and Ghostscript.
Display Postscript support was removed from DECwindows due to licensing
requirements sometime in the previous millennium.
Use search in Google Groups for previous discussions here in
comp.os.vms newsgroup. Not the first Postscript question, after all.
Or use a modern system with current tools and a recent printer. macOS
can automatically convert Postscript to PDF, too.
