That's a charitable reading.

DCPS DECprint Supervisor (not Services) and OpenVMS printing in general 
hasn't been substantively updated in decades.

There's also an HP Generic" setting that might work here:

$ DEFINE /EXEC /SYSTEM DCPS${your-printer-name-here}_PRODUCT_NAME HPGENERIC

Or replace it with a supported printer.  Or a differently-unsupported printer.

Or use the traditional ports, if you're not printing Postscript 
documents.  Per the specs, LPD is available here.

Or work with VSI, or with a provider.
