Yes. Many software products are switching from feature scoped versions
to time bound versions.

They do.
But I still associate:
7.2 -> 8.0
with bigger changes than:
7.2 -> 7.3
which I again associate with bigger changes than:
7.2.1 -> 7.2.2
7.2-1 -> 7.2-2
7.2u1 -> 7.2u2
7.2p1 -> 7.2p2
