That was fairly common back then, and figuring out the particular cause 
was one of the bits of "fun" with running old software.
File protections were one trigger.  There were a number of other causes 
identified over the years.
Patches and newer versions fixed most of the cases I'm aware of.  Check 
the X server logs for related details.
Or run more current DECwindows software.  Motif remains available in 
the most current DECwindows releases.
