There are many popular systems where one has a choice between old bugs
that are fixed in newer releases, and new bugs that have been introduced
in newer releases.

The nice thing about VMS is that it's at a stage in life where development
concentration has been on fixing bugs rather than adding features (and
therefore new bugs).

However, many people are used to operating systems where constant development
creates a constant flow of new bugs into the system, and they are used to
staying downrev for reliability.

Even though this isn't a good idea with VMS, people are fairly used to the
concept.
