An easier solution would be to declare existing commercial PAKs to be
transferrable between users, for Vax PAKs only.

There are thousands of old commercial PAKs floating around out there,
and they could all be used to set up VMS and layered products if they
could be legally transferred to the people wanting to use them.

A declaration on the part of the rights holder (whether that is HPE or
whoever) that physical ownership of a PAK conveys rights to use it would
solve all of these problems.
