HPE still have VMS control rights as VSI are still operating under
what sounds quite a lot like the old Mentec/DEC contract.

When VSI talked about control rights in a recent press release,
I asked if that meant VSI now had the legal freedom to issue hobbyist
VAX licences. Since I didn't get a reply to that, I am assuming that
HPE still continue to have control rights over VMS.
