Continuing to work on getting a wrapper for the VMS CRTL to get GNULIB 
to pass all of its tests that can be passed.

Now at: (AXP report, IA64 similar)

Unix to VMS filename translation now appears to work and support
ODS-5/default, ODS-5/UTF-8, Pathworks-5/6, SRI, and ODS-2.

VMS to Unix filename to Unix not yet implemented.

Currently about 1/2 way through fixing the routines that were failing 
only because of bugs in the VMS CRTL handling of Unix style filenames.

More tests are also being added as I find things.

Expected failures do not include test failures, just a coincident that 
they are the same number today.

Expected failures are mostly tests against the VMS CRTL, and in a few 
cases issues that will be addressed by gnulib.

Expected failures also include some extensions to what the VMS CRTL can 
currently do.

637 tests run.
108 tests failed!
108 tests expected to fail for known issues!
4 tests were skipped!
