I was going to say something similar.

RSTS/E served the commercial market and that's where the systems change
and get replaced in isolation when commercial requirements change and
more complex functionality is required.

For RSX however, I could easily see the RSX system as being a small part
of a larger embedded or custom system and which may not be replaced
until the whole system was replaced.
