The latest "legacy" Reflection is something like 14.1 SP5. I think there's a newer SP, but I don't have it. It seems like most of the later 14.1 SPs were for re-branding and not much else.
A quick test shows that 14.1 installs on Windows 10, but attempting to install the SP gives a "no installation found on this computer" error. I need to investigate this a bit more.

That sounds like you're using a shortcut that points to a settings file that can't be read. Launch Reflection, then do a File / Save as... and pick a filename and location that the program has access to. Click the "Shortcut" button on the bottom right of the Save as... panel and click on the "Create a shortcut" and select the "On the Windows desktop" radio button. This will give you a shortcut to the settings file you just created.
Before you do that, you probably want to do Setup / View Settings... and select "Save changes on exit" and change it to "Never", or any user that changes any terminal setting will be offered the chance to overwrite your settings file when they exit Reflection.
I'd be very interested in any terminal emulator that has fully-compliant VTxxx emulation and supports LK4xx keyboards. "Legacy" Reflection dropped LK4xx support a while ago, and it doesn't work completely on Windows 7 or newer if you install it from an older Reflection kit. In partiular, the "Do" key is a no-op.
The current Reflection offering (confusingly called "Reflection 2011" the last time I looked) dropped LK support and didn't seem to have a working VT420 emulation - I think their target market has moved on from DEC-style computing.
