If an install on Microsoft Windows 10 fails, check for updates as
you're on what appears to be an old version of Reflection, then contact
the vendor for assistance once you're in a supported configuration, or
replace the package with some other emulator.
Or figure out what the difference is between the Windows 7 and Windows
10 installations here.
The current HyperTerminal does well as a terminal emulator, based on
reports. The embedded version of HyperTerminal found in older Windows
was ancient, awful.
There are a number of other terminal emulators available.
Windows 10 itself now has terminal emulation capabilities, as well.

How many emulators still have support for ReGIS and Sixel, no sé.
Xterm had at least some support, IIRC.
But basically nobody uses those graphics formats any more.
Outside of some hobbyists and the usual badly-in-need-of-updates legacy
code, that is.
