Neil,

A1) from a DCL user perspective, DECnet-Plus is the same as DECnet IV.
Network Management is different though. Need to use NCL instead of NCP. All configuration Information is stored in SYS$MANAGER:*.NCL files, so you might be able to figure out, what Needs to be changed by looking at those files.

A2) Network Management can be done with NCL and @NET$CONFIG or manually editing the *.NCL files. Never used NET$MGMT.EXE
