Odd.

That does sound suspicious to me.  I would probably sanity check some 
things e.g. voltages (ɸ-to-ɸ, ɸ-to-neutral, ɸ-to-ground, leg-to-leg, 
leg-to-neutral, leg-to-ground, neutral-to-ground), polarity.  If I found 
anything that I didn't understand, I'd likely bring in an electrician to 
check things further.
